IP addresses like 179.63.42.254 can also be used to send spam email to people, you don’t need a website to send spam and try to scam people. And IP address is the exact same thing as a domain name the only difference is theye are using numbers instead of letters. But it all works in the same fashion when you click on an IP address you’re sent to a website instead of seeing a domain name you will just see a bunch of numbers.
